The “Digital Arrest” Scam: Why It Is Always Fake, and the 10-Minute Response That Saves Your Money

The 30-second version
There is no such thing as a digital arrest in Indian law — no police force, CBI, ED, customs or court arrests anyone over a video call. Every such call is a scam, usually opening with a “courier with drugs” or “your Aadhaar is linked to a crime”. The defence is boring and effective: hang up, call 1930 within the first hour, file on cybercrime.gov.in, and inform your bank in writing. Reported fast, banks can freeze the money mid-hop — and a new refund mechanism now returns frozen funds to victims.
How the script works
The calls follow a template, refined across thousands of victims:
- The hook: “FedEx/courier par aapke naam ka parcel pakda gaya hai — drugs/passports mile hain” or “aapke Aadhaar se money-laundering account khula hai.” Caller ID often spoofed to look official.
- The transfer of fear: you’re “connected” to a fake police/CBI officer on video — uniform, station backdrop, forged ID. They may show a fake arrest warrant with your photo.
- The isolation: “You are under digital arrest — stay on camera, tell no one, not even family.” Victims have been held on video for hours or days.
- The extraction: money must be moved to a “safe RBI account” for “verification”, or paid as a “refundable security deposit”. Sometimes they demand OTPs or a screen-share app (AnyDesk/TeamViewer) instead.
The three tells that end every such call: (1) real agencies never make first contact by video call, (2) no legal process happens over WhatsApp/Skype, and (3) no government body ever asks you to transfer money to “verify” it. The I4C’s public advisory says exactly this. Hang up — nothing bad happens when you do.
If money already left: the golden-hour playbook
- Call 1930 immediately — the Citizen Financial Cyber Fraud Reporting System. Reporting within the first hour gives the best odds of the receiving (mule) account being frozen before funds hop onward. Keep UTRs, amounts, and the numbers used ready.
- File on cybercrime.gov.in — the written complaint creates the reference every bank in the chain must act on. Attach screenshots, call recordings, payment proofs.
- Write to your bank within 3 working days of the transaction alert — this preserves your zero-liability/limited-liability protection under RBI’s customer-protection framework for unauthorised transactions.
- Get the acknowledgement number and follow up with the local cyber cell; an FIR strengthens freezes and eventual restitution.
- Getting frozen money back: recovery isn’t guaranteed, but a Money Restoration mechanism now enables courts/authorities to return funds frozen in mule accounts to verified victims — another reason the paper trail from steps 1–4 matters.
Real-world note: police have publicly recovered lakhs for victims who called 1930 fast — speed beats everything else. Money that has already been layered through multiple accounts or converted to crypto is far harder to recover.
Protecting the family (this scam targets parents)
- Brief parents with one line: “Police kabhi video call nahi karti. Aisa call aaye toh kaat do aur mujhe phone karo.”
- Agree a family code word for money-urgency calls — deepfake voices are now part of these scams.
- Never install screen-share apps on a caller’s instruction; never read out OTPs.
- Save 1930 and cybercrime.gov.in in every family phone today.
- If a call claims a courier problem, hang up and call the courier’s official number yourself.

No — leaked KYC data is exactly what scammers buy. Knowledge of your details proves a data leak, not authority.
I stayed on the call but paid nothing. Should I still report?
Yes — report the numbers on cybercrime.gov.in (there’s a suspect-reporting option). It feeds the blocklists banks use.
Will my bank refund me if I transferred the money myself?
Self-authorised transfers are harder than unauthorised ones — refunds then depend on freezing the mule account and restitution through the complaint/court process. Report fast anyway.
Is 1930 free? Who answers?
Yes — it routes to your state’s cyber-fraud team, which triggers the inter-bank freeze workflow.
